Subject: An Important Message from the Rock Harbor Church Leadership Team

Dear Rock Harbor Church Family,


We are writing to share difficult and painful news concerning our Youth Pastor, Josh Broyles.


On Monday, July 20, Josh met with Pastor Kevin and informed him that he had been involved in an improper relationship with another adult woman.


Immediately after receiving this information, Pastor Kevin placed Josh on paid administrative leave. Josh was directed not to serve in any pastoral, ministry, or leadership capacity and to step away from contact through Rock Harbor Church ministry while the matter was reviewed. This allowed the Leadership Team to gather information from those directly involved, pray together, and discern the appropriate response.


The Leadership Team met in a special session on Tuesday, July 21. At that meeting, the team approved the termination of Josh’s employment, pending confirmation of the information he had disclosed. The team then completed a review with the individuals directly involved. Following that process, Josh was notified on Friday, July 24, that his employment with Rock Harbor Church had been terminated.


This conduct is inconsistent with the biblical qualifications required of pastoral leaders. Scripture teaches that an overseer must be “above reproach, faithful to his wife, temperate, self-controlled, respectable” (1 Timothy 3:2). Josh’s actions violated his marriage vows, deeply wounded his family, and broke the trust that accompanies pastoral leadership.


Based upon everything currently known, no minors or students were involved in this situation. We will continue to review anything necessary to protect the children, students, families, and congregation entrusted to our care.


Caring for Cass and the Children

Josh’s wife, Cass, serves on our staff as Rock Harbor’s Media Director. Her employment will not be affected by the actions of another person, and it will be her decision whether she desires to continue serving on staff.


Rock Harbor has committed to providing practical, financial, pastoral, and counseling support for Cass and their children during the season ahead. Through the benevolence ministry of the church, we have assured Cass that she will not have to fear losing her home as she cares for their son and daughter. Our love and support for her are not dependent upon her continued employment at Rock Harbor.


This already difficult week became even more painful when Cass’s younger brother passed away on Wednesday. The grief and brokenness experienced by this family are deep and real. We ask you to pray for Cass, the children, and their extended family as they carry several overwhelming losses at once.


Appropriate care and counseling have been offered to everyone directly affected. Although Josh has been removed from his staff and pastoral position, he has not been abandoned by Pastor Kevin or Rock Harbor Church. We have offered him continued pastoral care and professional counseling, which he has accepted and scheduled to begin soon. We will remain available to walk with him through the necessary work of repentance, healing, and spiritual restoration.


Our Commitment as a Church

Some of you have experienced churches that protected leaders rather than protecting those who were wounded. Rock Harbor’s strength will not be found in hiding failure, but in facing it with truth, accountability, and grace.

  • Truth names what happened.
  • Accountability accepts appropriate consequences.
  • Grace continues caring for everyone involved.


Grace does not minimize wrongdoing or eliminate appropriate consequences. Grace brings what has been hidden into the light, calls us to honest confession and repentance, and reminds us that spiritual restoration remains possible through Jesus Christ.

  • We will tell the truth.
  • We will care for those who have been wounded.
  • We will seek repentance and restoration without confusing restoration with reinstatement.


Please do not speculate, seek additional details from those directly involved, or use social media to process this situation. We especially ask that you protect the privacy of Cass, the children, and the other adult involved. At this time, unless Cass has contacted you directly, please do not contact her. Please give her and the children the space they need to grieve and begin processing all that has happened.

Sunday Morning

We will address this together during worship tomorrow. After the children are dismissed to RKidz, Leadership Team Chair Bill Clifton and Pastor Kevin will share a statement together on behalf of the Leadership Team for anyone who has not yet heard.


We will then worship together, receive the Word of God through preaching, and pray together as a church family.


The failure of a preacher does not make the truth he preached false. Jesus alone teaches with inherent, sinless authority. Every pastor teaches with delegated authority under the Word of God. Whenever biblical truth has been faithfully taught, that truth remains true—not because the messenger is perfect, but because Jesus is faithful and God’s Word is true.


At the same time, the messenger must remain accountable to the message he proclaims.


Sunday Evening for Students and Parents

Youth group will continue Sunday evening from 6:00–7:30 p.m. This gathering will be limited to Rock Harbor students in grades 7–12 and their parents.


At 6:15 p.m., students and parents will gather in the Fellowship Hall. Pastors Kevin and Angie will provide an age-appropriate explanation and share a brief message before students and parents move into their respective small groups.

Students will then meet in four smaller groups:

  • Middle school boys — Pastor Kevin
  • High school boys — Pastor Bryan
  • Middle school girls — Jolie Sanders
  • High school girls — Pastor Jenny


Parents will gather in a separate group with Pastor Angie and members of the Leadership Team. This will provide parents with space to ask questions, pray together, and process what has happened.


We recognize that students may need additional support beyond Sunday evening. Rock Harbor will work directly with parents or guardians to make appropriate care available through our pastoral staff, trained youth leaders, and, when needed, licensed professional counseling. We do not want any student or family to feel that they must process this alone.


The evening will conclude with food, dessert, and open time for students to be together.


Conclusion

Church family, this is a painful moment, but we do not face it without hope. The gospel remains true because Jesus remains true. We will walk through this with honesty, accountability, compassion, prayer, and confidence in the restoring grace of Christ.


Please continue praying for Cass and the children, for Josh and his journey of repentance, for the other adult involved, for our students and families, and for wisdom and unity throughout Rock Harbor Church.
